Non-residential Construction Starts Rose Gently in October

CMD announced today that October’s $25.6 billion volume of construction starts, excluding residential activity, was 4.7% higher than in September. The increase becomes more impressive when seasonality is taken into account. CMD’s long-term average October-versus-September percentage change has been -4.0%.

October marked a return to a more stable pattern of starts after wild month-to-month gyrations in September (-19.6%) and August (+19.2%). It’s an interesting coincidence that October’s starts level was also +4.7% when compared with the average over the first nine months of this year.

October 2014 was 11.0% ahead of the same month a year ago. Year-to-date starts, with only two months still to go in 2014, are higher by 7.5% versus January to October 2013.

The starts figures are in “current” dollars, meaning they are not adjusted for inflation.

“Non-residential building” plus “engineering/civil” work accounts for a considerably larger share of total construction than residential activity. The former’s combined proportion of total put-in-place construction in the Census Bureau’s September report was 62% versus the latter’s 38%.

CMD’s construction starts are leading indicators for the Census Bureau’s capital investment or put-in-place series.

The average month-to-month increase in the total number of U.S. jobs so far this year has been 229,000, lowering the nation’s overall unemployment rate to 5.8%. Since October of last year, the jobless rate in construction has declined by one-third from 9.0% to 6.0% at present.

According to the latest Employment Situation report from the Bureau of Labor Statistics, average hourly earnings in construction are +2.5% year over year versus an all-industry figure of +2.2%. Average weekly earnings in construction are +3.8% year over year, a full percentage point above the total industry figure of +2.8%.

Among the three major construction sub-categories, institutional starts (+10.9%) recorded the largest month-to-month increase in October. Commercial work (+4.1%) also improved, but heavy engineering/civil activity (-6.5%) declined.

The smaller category of industrial starts continued its pattern of extreme swings. It skyrocketed nearly 2300% higher in October, but that was largely due to a September volume that was remarkably low.

When October of this year is compared with October of last year, all three major sub-categories should be pleased with their gains. Commercial (+25.2%) was in first place, with engineering/civil (+13.0%) second and institutional (+5.2%) third. Only industrial (-33.4%) failed to register an improvement. It was down by about one-third.

In year-to-date starts, engineering/civil work (+10.8%) was the frontrunner, with institutional (+7.6%) hurrying to keep up and commercial (+4.8%) also maintaining a decent pace. Year-to-date industrial starts (-3.0%) fell behind relative to their performance in the first ten months of last year.

Within heavy engineering, the major sub-category is “road/highway” work. While it was down 4.0% month to month (m/m) in the latest period, it was +32.1% year over year (y/y) and +17.3% year to date (ytd) versus January to October of last year. Water and sewage work was nearly as upbeat (+8.5% m/m; +16.8% y/y; and +9.7% ytd).

Institutional starts in the latest month received strong support from its “school/college” sub-category (+41.5% m/m; +59.8% y/y; and +12.4% ytd). “Hospital/clinic” work ‒ the second largest grouping within institutional – has delivered a spottier record (-29.3% m/m; -44.5% y/y; and -16.4% ytd).

School/college starts are dominant within institutional construction. Year to date, they are 62% of the total and more than four times the value of hospital/clinic starts.

Among commercial sub-categories, private office buildings recorded a good month in October (+146.0% m/m;  +47.4% y/y; and +17.3% ytd). The government office building sub-category also made a respectable showing (+10.1% m/m; +44.2% y/y; and +12.9% ytd). Newly initiated retail construction, however, remained disappointing (-23.9% m/m; -6.6% y/y; and -9.7% ytd).

Twelve-month moving average trend graphs for non-residential building and heavy engineering starts are both moving upwards. Within non-residential building work, commercial is now sloping higher more steeply than institutional. Within heavy engineering, the roads/highway category is displaying the clearest signs of improvement. The other trend graphs are mostly flat.

The total number of U.S. jobs rose 1.9% year-over-year in October. At 3.9%, payrolls in construction climbed slightly more than twice as fast. The increase in architectural and engineering services employment was also 3.9%. Along the construction pipeline, the “drawing board” stage is in advance of both starts and the hiring of more on-site workers.

The value of construction starts each month is summarized from RCD’s database of all active construction projects in the U.S. Missing project values are estimated with the help of RSMeans’ building cost models.

CMD’s non-residential construction starts series, because it is comprised of total-value estimates for individual projects, some of which are quite large, has a history of being more volatile than many other leading indicators for the economy.

A start is determined by taking the announced bid date and adding 30 days. It is then assumed the project will break ground within 30 to 60 days of the start date. CMD continues to follow the project via its network of researchers. If it is abandoned or re-bid, the start date is updated to reflect the new information.
